Special Service Tax Area Proposed Near Talon Preserve Regarding Stormwater Detention
The village would may levy a tax that would allow the village to maintain detention areas if the homeowners' association cannot.

DOWNERS GROVE, IL — A public hearing will be held Dec. 16 for an ordinance that would establish a special service area comprising common detention areas in and near the Talon Preserve development. Via the agreement, the village would enact a tax levy to residents that would permit the village to maintain the development's common stormwater detention areas if the subdivision's homeowners' association does not.
In September, village commissioners unanimously approved a planned unit development, annexation and zoning requests for the Talon Preserve development, which will bring a 35-home subdivision at the intersection of Cumnor Road and 39th Street. Talon's Preserve's site has been occupied by radio transmission towers and maintenance buildings, which will be demolished to allow for the subdivision's construction.
If approved, the annual tax levy would be no greater than three percent of the equalized Assessed Value (EAV) of the area's property, per village documents. After the Dec. 16 public hearing, a 60-day period will take effect to allow objections. If the special service area meets objections from 51 percent of residents who live in the area, it will not go into effect.

Property owners who would be included in the special service area will receive notifications by mail no more than 10 days before the public hearing.
