Village To Vote On Whether To Add 4-Way Stop At Summit And Park

The proposed ordinance changes come after safety concerns were raised about the intersection.

DOWNERS GROVE, IL — The Downers Grove village council will review a proposed ordinance Tuesday that would change the stop control at Park Avenue and Summit Street. The push to change the intersection's current minor roadway stop control to an all-way stop has been prompted by residents concerned about safety that came up at a Nov. 2024 meeting.

Park and Summit's intersection is near White Elementary School and Randall Park, two reasons the petitioner cited for the ordinance. Currently, each part of the intersection has a pedestrian crosswalk.

A traffic study was conducted in the latter half of May 2025. The study found that "the majority of traffic falls under the posted speed limit of 25 mph for both streets," village documents show.

During its Oct. 25 meeting, the Downers Grove Transportation and Parking Commission discussed the proposed stop sign change, in addition to other nearby traffic concerns.

Commissioners determined they would not recommend the traffic change to the village council "based on the intersection not meeting any of the stop sign warrants and staff does not find that there are an inordinate number of vehicles traveling in excess of the posted speed limit or that there are excessive traffic volumes."
