Glen Ellyn Woman Crashed Into Squad Car, Faces Charges: ISP

Police say this is the fourth crash in 2025 that violated of Scott's Law, which requires cars to move over for cars with emergency lights on

ITASCA, IL — A Glen Ellyn woman faces multiple charges after police say she failed to move over to accommodate an Illinois State Police (ISP) squad car on I-290 near Itasca Thursday. The woman and the state trooper both sustained injuries that were not thought to be life-threatening.

Teresa Muro, 44, was charged with violating Scott's Law, failure to reduce speed to avoid a crash and driving without insurance. Scott's Law is named for Lieutenant Scott Gillen, a Chicago firefighter who was fatally killed by a car on the Dan Ryan in 2000.

According to ISP, the state trooper had pulled over on the left side of I-290 with their emergency lights on around 8:18 a.m. when their squad car was hit by a Saturn Vue driven by Muro. Muro is accused of failing to move over to accommodate the squad car.

This marks the fourth crash in 2025 that involved a violation of Scott's Law, per a news release from ISP. Last year, 12 state troopers were hurt in crashes that violated Scott's Law, and one state trooper was killed.

State Trooper Clay Carns, 35, was killed last December after he was hit by a car on I-55 near Channahon.
