Tow Driver Pulls Down Pants After Biz Tells Him To Leave: Glenview Police Blotter
The driver told employees that they were with a tow company and were checking for stolen vehicles to tow.

GLENVIEW, IL — The following information comes from the Glenview Police Department (unless otherwise noted) and court records as a record of police activity, including incidents reported by the public and those arrested by police. Criminal charges represent accusations by the state and are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court.

James E. Mortell, 37, of the 2000 block of Tower Drive, Glenview, is accused of driving under the influence, and was arrested at 8:16 p.m. July 14, following a well-being check at the parking garage of 2001 Tower Drive. He was released and assigned a court date of Aug. 5.

Diego Mejorada-Gutierrez, 34, of the 400 block of Inland Drive, Wheeling, is accused of obstructing identification, and was arrested at 6:10 p.m. July 15, following a traffic crash investigation in the 3800 block of Willow Road. He was released and assigned a court date of Aug. 11.
FAILURE TO APPEAR
Charbel Isaac, 40, of the 9300 block of National Avenue, Morton Gorve, had three active failure to appear warrants out of Cook County, and was arrested at 11:17 p.m. July 11, following an investigation into a suspicious person. Isaac was processed for the warrants and held at the Glenview Police Department pending a conditions hearing on July 12.
HARASSMENT BY ELECTRONIC COMMUNICATION
Ryan W. Brown, 21, of the 700 block of Ridge Road, Villa Park, is accused of harassment by electronic communication, and was arrested at 12 p.m. July 9, after investigation into an an incident that occurred on June 22. He was released and assigned a court date of Aug. 25.
REVOKED DRIVER'S LICENSE
Emilio De Lara Perez, 24, of Milwaukee, Wisconsin, is accused of having a revoked driver's license, improper display of registration, expired registration, and was arrested at 10:13 p.m. July 10, following a traffic stop in the 400 block of Waukegan Road. He was released and assigned a court date of Aug. 20.

INCIDENTS
DECEPTIVE PRACTICES
- A Glenview resident reported at 2:18 p.m. July 8, attempting to rent an apartment in LaGrange that they located on Apartments.com. They communicated with a person and sent them $950 two times for rent and security fee. When they went to meet them at the apartment, the lock box was empty and the person requested more money to be sent for additional fees. Officers spoke with the person, who hung up on them. The person called the resident and yelled at them, then returned some of the money, but they are still at a loss of $868.
- A resident of the 1000 block of Castilian Court reported at 2:42 p.m. July 14, receiving an email from a company called "Capital Hills" that promoted the potential to win $500,000 if they open an account and deposit at least $10,000. The resident contacted the company and signed a contract, which gave access to their Paypal account. They provided an app and website, both of which no longer were available after they had the resident’s bank information. Paypal transactions showed several deposits made to different people, showing a total loss of $18,000.
TRESPASS WARNING
- Employees of s business in the 1200 block of Milwaukee Avenue reported at 3:12 p.m. July 8, seeing a vehicle driving through the parking lot with a license plate reader. The driver told employees that they were with a tow company and were checking for stolen vehicles to tow. They were told by employees to leave and then the driver pulled down their pants, bending over, exposing their buttocks. The driver then left the scene. The tow company was advised not to return to business’ property.
- Staff of a property in the 1900 block of Johns Drive reported at 1:19 p.m. July 13, someone had drove up behind them on the ramp at a high rate of speed and went around them to park. Staff confronted the driver to discuss the dangerous driving and then they were approached by a Park Ridge resident who was a family member of the driver. Staff said they were being rude and they were given a trespass warning not to return.
OBSTRUCTING IDENTIFICATION
A person wsa seen at 8:59 p.m. July 8, lighting a small fire near the south end of the train platform in the 2300 block of Lehigh Avenue. Glenview Fire extinguished the fire. The person admitted to starting the fire and appeared homeless. They were agitated with police and gave false names several times before eventually providing factual information. They agreed to take the next train to leave the area.
BATTERY
A Glencoe resident reported at 6:13 p.m. July 9, ordering at the food counter at a business in the 2900 block of Patriot Boulevard. They asked the employees for fresh pizza, as they believed the one they received had been sitting out. Another customer, a Des Plaines resident, told them to stop being rude to the staff. The two engaged in an argument, where one accused the other of using a racial slur. The other accused them of touching them on the arm. Both parties separated and no complaints to be signed.
DISORDERLY CONDUCT
A Wisconsin resident reported at 1:03 p.m. July 10, exiting a shopping center on Pfingsten Road, north of Willow Road. A vehicle cut them off. The complainant yelled to the other driver that they should learn how to drive. The driver yelled to them that they have a gun and will kill them, then made a gun signal with their hand, but did not display a weapon. The driver is described as a black male, skinny, between 20 and 30 years old, braided hair, wearing a white shirt.
UNWANTED PERSON
- Employees of a business in the 1800 block of Waukegan Road called police at 10:03 p.m. July 10, to report a patron was disruptive with other customers. The patron left after they knew police were called. Officers spoke with them outside and they said the other customers were interrupting their pool game. Staff wanted the patron to be given a trespass warning not to return, but they left the scene prior to the request from staff.
- An Orland Park resident was treated and discharged at 9:36 a.m. July 12, by a business in the 2100 block of Pfingsten Road, but refused to leave. After speaking with officers, they then left the area.
FORGERY
The San Angelo Police Department transferred a forgery case on June 10 where the victim, a resident of San Angelo had an unauthorized check cashed at a bank in the 1300 block of Patriot Boulevard. The victim reported the unauthorized check was cashed for $7,200 on Jan. 6 in the name of someone he did not know. They said the company had another check that was intercepted in the mail and forged, and they believe this check was fabricated using the same information. An incident report was completed with the USPS Inspectors Office.
ANIMAL ABUSE
A resident of the 2000 bock of Grove Street reported at 7:12 a.m. July 12, locating a German Shepard dog in a cage at a park in the 1900 block of Prairie Street. The cage had a note attached which read the owner could no longer afford the dog and the dog needs a new home. It was unknown how long the dog was there, and he did not have any food. The dog did not have a collar and there was no chip. The dog was taken to Carriage Hill Kennels and turned over to them.
MOTOR VEHICLE THEFT
A resident of the 1900 block of Westleigh Dirve reported at 11:41 a.m. July 12, their vehicle had been stolen from the driveway at around 4:30 a.m. Their video camera clip showed an unknown vehicle pull up by the driveway and then another video clip with the vehicle missing. The vehicle showed a location in Chicago. The vehicle was entered into LEADS as stolen.
THEFT
A resident of the 1400 block of Locust Lane reported on July 13 that their bicycles had been stolen from the 2200 block of Tanglewood Drive between 5 p.m. and 9:25 p.m. The bicycles were later located in the 1900 block of Tanglewood Drive. Security footage was located of the incident and two people were seen taking the bicycles.
BURGLARY FROM VEHICLE
A resident of the 900 block of Long Road reported at 6:49 a.m. July 14, hearing a door slam oustide and saw two unknown males next to the resident's vehicle. One of them shattered the rear passenger window and crawled through. They were holding handguns. The resident pounded on the window to get their attention and the male pointed his firearm at them. The two then entered their vehicle that was parked on the street and they fled the area.
STOLEN VEHICLE
- Oak Lawn police reported at 7:46 a.m. July 14, they had located a damaged car in their town and wanted Glenview to make contact with the registered owner, a resident of the 1900 block of Tanglewood Drive. Officers spoke with the resident who had last seen their vehicle in the driveway the previous day, when they left the key fob in the vehicle with the doors unlocked. It appears two unknown males took the vehicle and replaced the license plate. The original plate was entered into LEADS as stolen. The vehicle was seen on Flock cameras at Dempster Road/Central Road in Morton Grove at 2:58 a.m.
- A resident of the 700 block of Chatham Road reported on July 14 that their car had been taken from the driveway at 2:45 a.m. The keys had been left in the vehicle and the carhad contained $2,000 worth of personal property. An airtag was left in the vehicle and located to Chicago. Flock cameras showed the vehicle traveling in Morton Grove at 2:59 a.m.
RESIDENTIAL BURGLARY
A resident of the 3700 block of Maple Leaf Drive reported at 8:29 a.m. July 14, someone had entered their unlocked truck parked in the driveway, which contained a garage door opener. The resident received an alert that the garage was opened at 4:22 a.m, then closed at 4:24 a.m. The vehicle parked in the garage had also been rummaged through. Video footage shows a black Cadillac XT4 had parked in front of the house and those involved coming from the vehicle.
