3 Waukegan Men Charged When Cops Spot Rifle, Gun During Stop: Blotter

HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

SCOOTER THEFT
Someone stole two Fuzion scooters worth $200 combined from a home in the 1900 block of Green Bay Road at some point on Aug. 31 or Sept. 1.

HOME BURGLARY ATTEMPT
A burglar alarm at a home in the 3000 block of Ridge Grove Lane alerted police to an attempted burglary around 5 p.m. on Sept. 15. Officers found pry marks and a damaged frame on a window to the basement in the rear of the home. Nothing was reported missing or disturbed from inside.

STOLEN CARS
Someone stole two used cars from Motorsource, 2210 Skokie Valley Road, between 7 p.m. Sept. 15 and 11:15 a.m. on Sept. 16. The stolen Chevy Silverado and GMC tow truck were both left locked in the front lot without the keys inside.

TRESPASSING/CRIMINAL DAMAGE
Three men or boys got into an abandoned property in the 2000 block of Half Day Road, prying open a door and damaging a small boat on or before Sept. 29, although police were unsure if the boat had been damaged previously.

SIGN THEFT
Someone stole a sign reading, "Ban Assault Weapons," from a home in the 1900 block of Spruce Avenue during the night of Sept. 29 or early morning of Sept. 30.

CAR BURGLARY
Someone stole spare change from inside an unlocked Honda in the 600 block of Pleasant Avenue during the night of Oct. 1 or early morning hours of Oct. 2, leaving items from the glove box strewn on the passenger seat.

LOCKER THEFT
Three credit cards were stolen from a wallet that had been left in a locked locker at the LA Fitness, 115 Skokie Valley Road, between 11:45 a.m. and 12:45 p.m. on Sept. 30. Someone tried to use the cards unsuccessfully.

RUSE HOME BURGLARY
A resident in the 500 block of Chicago Avenue reported on Oct. 5 that someone showed up in a safety vest and claimed he needed to "check for underground lines" and planned to dig in the yard. The man convinced the homeowner to come to the back of the home. After the man left, rooms on the second floor were found to be rummaged through and jewelry was reported stolen.

COMMERCIAL BURGLARIES

  • Someone used a brick to smash a window of the Shell gas station at 2135 Green Bay Road around 1:30 a.m. One or more burglars make off with multiple cartons of cigarettes and cash and ransacked the area around the register. The break-in activated a burglar alarm but the burglars had left before officers arrived.
  • Around 3 a.m. on Oct. 6, police found a shattered door window at the Shell station at 1411 Park Avenue West, ransacking the cash register area and stealing cash and multiple cartons of cigarettes.

HOME BURGLARIES

  • Someone broke into a home in the 2000 block of Skyeler Court at some point between Sept. 6 and Sept. 10 and stole a diamond wedding ring, a diamond and gold necklace, two diamond earrings and cash.
  • Someone broke into a home in the 1800 block of Holly Road through a sliding glass door window between Sept. 11 and Sept. 15. A burglar rummaged through multiple rooms and stole jewelry of unspecified value.
  • Two burglars wearing all black with winter-type face masks entered a home in the 1600 block of Northland Avenue through an unlocked door around noon on Sept. 24. A resident confronted the two intruders, one of whom was holding a metal bar. Both ran out of the home before officers arrived, and nothing was reported stolen.
  • A resident in the 600 block of Homewood Avenue reported on Oct. 1 that someone had broken a door jamb on a rear door and gotten inside. Two boxes of jewelry valued at $2,000 were reported missing.
  • Someone broke into a home in the 1500 block of Museum Drive after smashing a second-floor window on or before Oct. 4. A large safe that was taken from the home and broken into was later found in a backyard in the 2700 block of Point Lane. Several necklaces, a watch and jewelry were reported stolen, and several other items were scattered near the pried-open safe.

SHOPLIFTING

  • An unidentified woman or girl stole about $970 worth of fragrances and used a counterfeit $100 bill to buy a $10 gift card and get change at the Ulta, 135 Skokie Valley Road, on or before Sept. 6.
  • A woman with long red braids stole $1,800 worth of fragrances from the Ulta, 135 Skokie Valley Road, around noon on Sept. 13.
  • Staff at the Walgreens, 655 Elm Place, reported on Sept. 17 that a tall man in navy blue clothing stole nine items of unknown value from the vitamin aisle.
  • A tall, heavyset man stole about $500 worth of liquor from the Target, 2099 Skokie Valley Road, on or before Sept. 18.
  • Around 3:30 p.m. on Sept. 20, a customer at the Walgreens, 632 Rogers Williams Drive, reported that two people had stolen an unknown amount of cosmetic products by stuffing them in backpacks.
  • Two shoplifters stole $2,165.40 worth of fragrances from the Ulta, 135 Skokie Valley Road, around 3:15 p.m. on Oct. 2.

VANDALISM

  • Police were notified of graffiti on utility boxes at two corners of Lincoln Avenue West and Linden Avenue on the evening of Sept. 8. Black writing was found on both boxes.
  • At some point between 11:45 p.m. Sept. 8 and 12:15 a.m. Sept. 9 someone used a white oily substance to draw symbols on the water plant at 10 Park Ave.
  • A resident reported finding graffiti on the Post Office, 833 Central Ave., around noon on Sept. 17. It was not known how long it had been there but it did not appear to be gang-related.

CRIMINAL DAMAGE

  • A former tenant of an apartment in the 300 block of Park Avenue caused extensive damage after leaving. Police were told a window panel was shattered, bathroom tiles were broken, holes were left in walls, a carpet was soiled, a heater was damaged, and a $200 shower head and $600 table and stool set were reported missing on Sept. 8.
  • On the night of Sept. 20 or early morning of Sept. 21, someone damaged several items at the construction site at 1853 Green Bay Road. A forklift was moved and spray-painted, a trailer was spray painted, brick piles were damaged and several windows, valued at $4,500 combined, were found broken.
  • Someone damaged the driver's side door handle and ignition column of a Chevrolet Silverado parked in the 2200 block of Skokie Valley Road between Sept. 16 and Oct. 4.
  • A string of holiday lights was cut from a second-floor balcony in the 1700 block of Second Street between 11 a.m. and 4:30 p.m. on Oct. 7.

CATALYTIC CONVERTER THEFTS

  • Someone stole a catalytic converter from a Prius parked in the 1500 block of Lake Cook Road between 3 p.m. Sept. 8 and 10:30 a.m. Sept. 9 for a total loss of $3,200.
  • During the night of Sept. 8 or the early morning of Sept. 9, someone stole a catalytic converter from a Honda, causing $1,000 in damage.
  • Someone stole catalytic converters from four cars parked at Imports Unlimited, 3250 Skokie Valley Road, between Sept. 9 and Sept. 16.
  • Between Sept. 12 and Sept. 13, someone stole a catalytic converter from a Ford truck parked in a lot in the 1300 block of County Line Road.
  • Between Sept. 16 and Sept. 17, someone stole catalytic converters from two cars parked at a business in the 1400 block of Old Skokie Road.
  • Someone stole a catalytic converter from a Kia parked at a rental car company in the 1400 block of Old Skokie Road between Sept. 16 and Sept. 17.
  • Catalytic converters were stolen from two Lexuses parked in a lot in the 1400 block of Old Deerfield Road around 3:30 a.m. on Sept. 17.
  • Between Sept. 27 and Sept. 28, someone stole a catalytic converter from a Honda parked in the 1500 block of County Line Road.
  • Someone cut a catalytic converter from a van parked in the 1500 block of County Line Road during the night of Oct. 7 or early morning hours of Oct. 8.
  • Around 12:15 p.m. on Oct. 8, an unidentified person was spotted crawling under a Toyota pickup truck with a saw in a parking lot in the 1900 block of Skokie Valley Road. Two other people pretended to be putting items in a donation bin. When a witness heard the saw and yelled at the group, they fled in a maroon Dodge Charger toward Park Avenue.

ARRESTS/CITATIONS

An employee of Courtyard Marriot, 1505 Lake Cook Road, was issued an administrative hearing citation for selling alcohol to a minor on Oct. 6.

Kelin Moore, 31, of the 3100 block of West 60th Street, Chicago, was arrested around 6:45 p.m. on Sept. 10 after police were called to the 1800 block of Park Avenue after getting multiple complaints about a solicitor with aggressive sales tactics. He was issued a citation for solicitor registration required. Officers also identified him as the person who damaged a landscaping light in the 2000 block of Painters Lane Road during an earlier incident and charged him with misdemeanor criminal damage.

Ronmel Rios, 27, of the 2200 block of Catalpa Street, Waukegan; Henrry Valladares Osorto, 21, of the 1100 block of Chestnut Street, Waukegan; and Alejandro Sanchez-Valladares, 22, of the 1300 block of Jackson Street, Waukegan, were all arrested following a traffic stop around 3:30 a.m. on Sept. 16 in the 1300 block of Skokie Valley Road. During the stop, officers noticed the stock of a rifle hidden under the driver's seat, as well as another gun on the other side of the car. Additionally, officers reported finding a magazine in Sanchez-Valladares' pocket. Rios, the driver, was charged with two counts of unlawful use of a weapon, no concealed carry permit, unlawful possession of cannabis by a driver, driving with a suspended or revoked license and issued citations for operating an uninsured motor vehicle, operating a vehicle with expired registration, improper backing on highway and use of prohibited lighting. Valladares Osorto was charged with unlawful use of a weapon and possession of firearm without a license and no concealed carry permit. Sanchez-Valladares was charged with unlawful use of a weapon, possession of firearm without a license, no concealed carry permit and defacing marks on a firearm.

Damian J. Campos, 23, of the first block of Martin's Lane, Highland Park, was arrested around 4:30 a.m. on Sept. 18 and charged with obstructing a police officer after he ran from a traffic stop and tried to hide behind a tree near his home.

Santos Hernandez, 45, of the 9300 block of Kenneth Avenue, Skokie, was arrested around 3:30 p.m. on Sept. 25 and charged with driving under the influence of alcohol after officers were dispatched to a driving complaint on the Edens Expressway at Lake Cook Road. He was also issued citations for improper lane usage and illegal transportation of an open container of alcohol by a driver.

Owen Alexander Brand, 22, of the 1600 block of Beverly Place, Highland Park, was arrested around 4:45 a.m. on Sept. 28 and charged with driving under the influence of alcohol, child endangerment and two counts of domestic battery after police were dispatched to a complaint in a moving vehicle, which was pulled over at the intersection of Lake Cook Road and Skokie Boulevard. He was also issued a citation for illegal transportation of an open container of alcohol.

Abel Vega-Cresencio, 41, of the 10300 block of S Avenue, Chicago, was arrested around 11:45 p.m. on Sept. 30 and charged with driving under the influence of alcohol and driving with a suspended or revoked license after police got multiple complaints about a driver on Skokie Valley Road and pulled him over at Deerfield Road. He was also issued citations for blocking the flow of traffic and improper lane usage.

Alexander K. Sullivan, 25, of the 900 block of West Concord Place, Chicago, was arrested around 12:30 a.m. on Oct. 1 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after police got a report that he had driven into a parked car in the 400 block of Burton Avenue. Officers also issued him citations for operating an uninsured motor vehicle and failure to reduce speed to avoid a crash.

Evan Parnell Rowls, 50, of the 4500 block of 19th Street in Boulder, Colorado, was arrested around 8 p.m. on Oct. 7 and charged with identity theft of between $2,000 and $10,000 and unlawful possession of a fraudulent driver's license in connection with an investigation into a report from a Highland Park resident who had received an alert from U.S. Bank that someone was trying to take out a fraudulent loan in their name. Officers took him into custody at the 310 Waukegan Ave., Highwood, branch.
