Armed man with warrant arrested at car dealership; standoff with burglary suspects in SUV: Highland Park Police Blotter

HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.
INCIDENTS
VANDALISM
Graffiti was reported on the morning of Nov. 17 on a pedestrian overpass in the 1500 block of Skokie Valley Road. Someone had written messages inside a large C, as well as "Ryan" and "SAP."
STANDOFF WITHOUT CHARGES
Around 3:30 p.m. on Nov. 19, police got a call about a black GMC Acadia with tinted windows had been parked for 15 minutes, backed into the driveway of an under-construction home in the 100 block of Roger Williams Avenue. The SUV, which police said matched the description of a car that may have been used in a burglary in a neighboring town, was pulled over by police on the Roger Williams Bridge but the driver tried and failed to drive between a parked delivery truck and the bridge guard rail. Officers reported the people in the car refused to comply with their commands for more than 15 minutes. Police said seven people were taken into custody and released without charges "after consultation with the Lake County State's Attorney's Office" and further investigation would be conducted by other agencies.

CRIMINAL DAMAGE
Someone slashed a back tire on a Kia that had been parked in a driveway in the 300 block of Vine Avenue during the night of Nov. 30 or morning of Dec. 1.
STOLEN CAR
Someone stole a gray Nissan that had been left unlocked with a key inside while parked in a driveway in the 1900 block of Spruce Avenue. It was later found by police in North Chicago. Another car in the driveway was rummaged through but nothing was stolen from inside it.

HOME BURGLARIES
- Some time between 8:15 a.m. and 5:30 p.m. on Nov. 15, someone put a patio chair against a garage window and got into a home in the 1300 block of Cavell Avenue. Burglars made off with six boxes, several other pieces of jewelry and family heirlooms for an estimated loss of nearly $9,000.
- Someone broke into a home in the 1200 block of Linden Avenue between Nov. 9 and Nov 15 through a back window. The interior was ransacked and about $20,000 worth of jewelry was reported stolen.
- Officers dispatched to a burglar alarm at a home in the 900 block of Evergreen Way around 3:15 p.m. on Nov. 28 found that the front door to a home had been forced open and damaged, but nothing was reported as missing from inside.
- Between Nov. 24 and Nov. 28, someone forced open the front door of a home in the first block of Shelden Lane and ransacked the interior, stealing electronics, checks, gift cards, sunglasses, jewelry and watches from inside.
- Someone tried to pry open a rear sliding door and forced open the front door to a home in the 2100 block of Churchill Lane between 12:45 and 2:15 p.m. on Dec. 2. The home's interior was ransacked but nothing was reported as missing.
- Someone broke into a home in the 1500 block of Deerfield Place between 9:30 a.m. and 8 p.m. on Dec. 6 and stole cash, designer bags, four watches and various jewelry for an unspecified loss.
HOME BURGLARY ATTEMPTS
- Around 9:30 a.m. on Nov. 8, a newer model white Jeep SUV backed into a driveway in the 800 block of Park Avenue. Two people got out and started knocking on the side door before walking around to a back door and trying to pry it open using a tool. When the duo heard someone make noise inside the home they left, headed east on Park Avenue.
- A man in a gray hoodie was stopped pulling on a rear sliding door in the 1400 block of Sherwood Road around 8:30 p.m. on Nov. 30, but after making eye contact with a witness, the man left headed north.
CAR BURGLARIES
- Someone smashed a back window of a Toyota SUV parked at the Lutz Center, 800 Clavey Road, prior to 1 p.m. on Nov. 18. A burglary stole a leather purse and wallet worth a combined $250 and containing cash and cards.
- Someone rummaged through an unlocked Hyundai SUV parked in a driveway in the 1700 block of McCraren Road on the night of Dec. 7 or morning of Dec. 8.
- Someone stole a pair of sunglasses valued at $150 from a white Ford SUV that had been left unlocked in the 1500 block of Robin Hood Place on the night of Dec. 7.
- Cash and loose change was stolen from a Ford SUV that was left unlocked on the night of Dec. 7 in the 1700 block of McCraren Road.
- Someone stole cash and credit cards from a car that was left unlocked in the 1900 block of Second Street. The cards were later used fraudulently at various businesses, but the victim was unsure if the burglary happened in Chicago or Highland Park.
SHOPLIFTING
- A woman stole nearly $3,500 worth of perfume from the Ulta Beauty store at 135 Skokie Valley Road shortly after 5 p.m. on Nov. 16. Police were told about an hour later.
- Staff at the Target, 2099 Skokie Valley Road, reported on the afternoon of Nov. 17 that someone had stolen a Shark branded vacuum cleaner and multiple Lego sets valued at nearly $500 at some point.
THEFTS
- Between 10:15 a.m. and 4:45 p.m. on Dec. 3, someone stole a wallet from inside a purse that had been left in an office at Studio 41, 3160 Skokie Valley Road. Credit cards from inside the wallet were later used fraudulently at various business.
- Two watches went missing from a home in the 100 block of Whistler Road between July 4 and Dec. 4, police were told.
ARRESTS/CITATIONS
Nicholas M. Peterson, 34, of the 5900 block of North LaCrosse Avenue, Chicago, was arrested on Nov. 23 and charged two counts of aggravated driving under the influence of alcohol and causing injury after driving the wrong way on the 3200 block of Skokie Valley Road and crashing into two cars shortly after midnight that morning.
Martin G. Serrano, 29, of the 4500 block of South Fairfield Avenue, Chicago, was arrested around 10:30 p.m. on Nov. 23 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following a traffic stop near Lake Cook Road and the Edens Expressway. After getting a complaint about a bad driver, they pulled over Serrano for speeding and determined he was drunk. Officers also issued him citations for improper lane usage and speeding between 15 and 20 mph over the limit.
John C. Maillard, 45, of the 200 block of Brice Avenue, Mundelein, was arrested around 7 p.m. on Nov. 28 after officers called to a complaint about an unwanted person at the McDonald's, 1988 First Street, found that he had an active arrest warrant issued for failure to appear in Lake County court.
Gerson H. Gonzalez, 37, of the 600 block of Park Avenue, Highland Park, was arrested around 9:15 p.m. on Nov. 28 after officers called to a dispute at his home found the Lake County Sheriff's Office had issued he had an active arrest warrant for him.
Jesus Villa, 49, of the 2700 block of North 76th Street, Elmwood Park, was arrested around 10 p.m. on Dec. 3 and charged with driving under the influence of alcohol, driving under the influence of drugs and possession of drug paraphernalia after officers dispatched to a driving complaint found him stopped on the side of Skokie Valley Road south of the Half Day Road intersection.
Julian Mancilla, 24, of the 400 block of North Avenue, Waukegan, was arrested around 9:45 a.m. on Dec. 5 and charged with aggravated unlawful use of a weapon after officers were called to a suspicious incident at the Subaru dealership at 1340 Park Avenue West. Officers encountered Mancilla and learned that he had an active arrest warrant for failure to appear in Kane County court.
Samuel J. Packer, 35, of the 1700 block of Rosemary Road, Highland Park, was arrested around 5:15 p.m. on Dec. 5 and charged with reckless conduct after police were called to Rosemary Road for a report of a domestic disturbance.
Ollie E. Dunlap, 38, of the 2800 block of Patten Road, Highland Park, was arrested around 3:15 a.m. on Dec. 6 and charged with one count of misdemeanor domestic battery after officers were called to the 2000 block of South Murphy Road for a report of a domestic disturbance.
A 38-year-old Highland Park man was arrested around 8 p.m. on Dec. 9 and charged with driving with a suspended or revoked license following a traffic stop in the 2300 block of Ridge Road. He was also ticketed for speeding.
