Also included in the comprehensive analysis is a utility adequacy study that will determine the need for future underground improvements. These efforts build on prior actions regarding the RBD, including the establishment of a Tax Increment Financing (TIF) District in 2005 and the completion of a market study in 2010. The project team has begun working with an Advisory Committee comprised of local business and property owners, and representatives from the , , , , , and , to advance preliminary design and branding ideas.

It is anticipated that draft concepts will be presented to the public for input at an open house in October, the date and location of which will be announced soon. Residents are also invited to provide input by participating in an online survey.
