Community outreach is part of the planning process, according to the City's website. The first phase began in summer 2025, which was to assess community conditions. The second phase is community vision and goals, the third phase is preliminary recommendations and phase 4 (set for summer to fall of 2026) is draft plan and adoption.
The City is asking questions like: "How can we activate the I&M Canal area as a community asset?" or "How do we connect downtown with the Star Innovation District?"
