How does he know this, you might be wondering?  Aside from serving as a trustee since 1997, Minga is a civil engineer, so it's safe to assume he knows a thing or two about roads. He is also well aware that speed bumps make it difficult for emergency vehicles to travel because he happens to be a captain and paramedic for the Flossmoor Fire Department.
