DUI-Drug Arrest On Black Road: Joliet Police Say His Pupils Were Pin-Sized
Nicholas Orr of Crest Hill as also cited with driving too fast for conditions and failure to reduce speed to avoid an accident.

JOLIET, IL — It does not happen regularly, but the Joliet Police Department announced that officers made an arrest this week of a 35-year-old Crest Hill motorist who stands accused of driving under the influence of drugs. The man registered a 0.00 when tested for alcohol.
According to Joliet police spokesman Tizoc Landeros: Nicholas E. Orr was arrested, booked, and released on a Notice to Appear for the charge of driving under the influence of drugs. He was also cited for driving too fast for conditions and failure to reduce speed to avoid an accident.
Landeros said that on Tuesday morning, around 9:30 a.m., a Joliet Police officer encountered a vehicle wreck involving a Hyundai Elantra and a Chevrolet Silverado near Larkin Avenue and Black Road.

Neither driver sustained injuries from the collision.
The officer met with the driver of the Hyundai. She observed that Orr's pupils were pin-sized and abnormally constricted, according to the arrest report.

Additionally, she did not detect any odors of alcohol. Orr exhibited behaviors consistent with possible drug impairment, the police advised.
Orr was asked to perform field sobriety tests to determine his fitness to drive, and he consented to the tests. While exiting his vehicle, Orr nearly fell and struggled to maintain his balance. The results of the field sobriety tests indicated that Orr was unfit to drive, and he was subsequently taken into custody for Driving Under the Influence, Landeros revealed.
Upon arrival at the Joliet Police booking area, Orr was asked to undergo a Drug Influence Evaluation, which he refused. However, Orr did take a breathalyzer test, which yielded a reading of 0.000.
Orr was processed and subsequently released on a Notice to Appear without incident. The Hyundai was towed from the scene.
