The City of Joliet cordially invites you to attend an open house public informational meeting regarding the proposed widening of Theodore Street, from Drauden Road to IL Route 59. The purpose of the project is to improve safety and capacity on Theodore Street. Currently, Theodore Street consists of two travel lanes in each direction without a median. The project includes widening Theodore Street to a five-lane section to include left-turn lanes at all side streets. Widening Theodore Street to provide a flush median and dedicated left-turn lanes at the side streets will provide refuge for turning vehicles and reduce impediments to through traffic.

The public meeting will follow the Illinois Department of Public Health’s (IDPH) Restore Illinois social distancing guidelines. People attending the meeting are required to wear a face mask and will be asked to take a COVID Health Questionnaire and have their temperature taken before entering the meeting. If anyone answers yes to any of the questions, they cannot enter the building. Only a maximum of 50 people inside the gym will be allowed at a time. V3 Companies (the engineering consultant for this project) and the City of Joliet personnel will be available to address questions and comments citizens may have about the project. Renderings of the proposed improvements will be available at the Open House as well as on the City’s website – https://www.joliet.gov/departments/public-works. Public comments can be emailed in advance of the meeting to TheodoreStPH1@v3co.com. Comments received by May 20, 2021 will become part of the official public meeting record.

This project is currently in Phase I, which entails preliminary engineering and environmental studies. Upon completion of the Phase I study, a Project Development Report will be prepared and submitted to the City and IDOT for approval. A record of public comments will be included in the report for further consideration prior to preparation of the contract documents and land acquisition (Phase II). Further refinements to the design will be developed during Phase II. The City is actively seeking funding for Phase II design and Phase III construction. At this time, construction of the project is contingent on available funding.
