Joliet Woman 'Was About To Lose Consciousness And Thought She Would Die': Prosecutors

JOLIET, IL — A 35-year-old man who lists his address as Dallas, Texas, but makes his home in Joliet must remain in Will County's Jail under the SAFE-T-Act after Thanksgiving holiday court judge Fred Harvey ruled that Jesse Moreno met the dangerous standard, following his Friday morning arrest by Joliet police.

The Will County State's Attorney's Office has charged Moreno with aggravated domestic battery and three crimes of domestic battery.

At 4:13 a.m., last Friday, Joliet police were called to a Plainfield mailing address in the 2500 block of John Bourg Drive for a domestic. The victim told them that she and Moreno had an argument, and she tried to leave their basement to cool down and prevent their argument from escalating. However, Moreno would not let her leave and grabbed her arms with force, prosecutors noted.

At that moment, Moreno pulled his victim down by her hair and pushed her down on their bed and got on top of her, court files show. Moreno put one hand over her mouth and his other hand around her neck, and she was unable to breathe and started to see darkness, court files note.

Moreno's victim believed she was about to lose consciousness and die, prosecutors outlined in their petition. When Moreno let her go, he left their house, and she managed to call 911.

Once Joliet police arrived, the woman relayed "there have been past altercations with defendant that have become physical, but she did not report them out of fear."

Joliet police noted they found bruises on both of her arms and red marks on her neck. The woman's injuries were photographed by police. Eventually, Joliet officers tracked down Moreno at 5:20 a.m. and he agreed to be interviewed. He denied any physical altercation took place and "explained that he had an argument with (her) about their pets and left to buy cigarettes."

In their petition to deny Moreno his pretrial release, Will County prosecutors noted that he is currently enrolled in a deferred prosecution program from Kane County for a December 2024 domestic battery. He had a 2020 domestic battery charge dismissed in DuPage County, he has a 2010 conviction from Cook County for reckless driving, a 2008 conviction from DuPage County for carrying or possessing a knife with intent and a 2008 attempted mob action conviction from DuPage County as well.
