A construction crew was doing work in front of Ramos’ house and Ramos was mowing his yard and had become upset that there were pieces of construction equipment in the parkway, English said.

According to police, Ramos began yelling at the crew and picked up the crew’s saw and threw it at them, not striking anyone. Ramos made threats to shoot members of the construction crew, police said, and then retrieved a black rifle from the house and pointed it at the construction crew. Ramos walked back into his residence and again pointed the rifle at the crew out of a window.
