Mob Action, 1 Loaded Gun, Scuffle With Joliet Police Land 4 In Handcuffs: JPD

The loaded handgun was recovered and ownership of the handgun was attributed to 19-year-old Samuel Washington, Joliet police said.

JOLIET, IL — It is not very often for the Joliet Police Department to make a total of four arrests at the same weekday call, but that's what happened earlier this week at the Riverwalk Homes, the public housing apartment buildings that used to be called Evergreen Terrace.

Joliet police said that 19-year-old Samuel Washington of Joliet was arrested and released on a notice to appear on charges of aggravated unlawful use of a weapon. Next, 34-year-old Cyril Ngwa of Matteson was arrested and released on a notice to appear on charges of aggravated battery to a peace officer. Third, 35-year-old Ella Herron of Joliet was arrested and released on a notice to appear for the crimes of aggravated battery to a peace officer, aggravated assault and mob action.

Lastly, a 14-year-old boy was arrested and released to a parent for the crimes of mob action, escape and resisting/obstructing a peace officer.

Joliet police spokesman Dwayne English said that at 8:40 p.m. on Monday, officers on patrol were speaking to a group of people who exited a vehicle near Riverwalk Homes in the 300 block of Bluff Street. During the encounter, officers spotted a handgun in plain view inside the vehicle they had just exited. As the officers worked to detain the people, a 14-year-old boy refused to comply with the officer’s orders, English said.

During the incident, other people approached the scene, and it is alleged that both Herron and Ngwa physically interfered with the officers attempting to detain the people and manage the scene, English said.

According to police, the 14-year-old tried to run from the officers while still handcuffed. He was apprehended a short distance away.

The loaded handgun was recovered by the officers and ownership of the handgun was attributed to Washington following further investigation, English said. The vehicle was towed from the scene.
