LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS/CITATIONS

Jeanette Montoya, 37, of the 300 block of Corey Avenue, Waukegan, was arrested shortly after 4 a.m. on Feb. 10 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater and issued a citation for improper lane usage after officers spotted her unable to stay in one lanes on northbound Route 41. She later provided a breath sample indicating she had more than twice the legal limit of alcohol in her system.

Hope L. Touchette, 59, of the 400 block of Park Lane, Lake Bluff, was arrested shortly after 2 a.m. on Feb. 19 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater and issued citations for speeding and improper lane usage after an officer spotted her speeding north on Green Bay Road approaching Route 176. Following field sobriety tests, Touchette produced a breath sample indicating her breath alcohol concentration was more than 150 percent of the legal limit.

Tajudeen A. Fazazi, 37, of the 33700 block of North Summerfields Drive, Gurnee, was arrested around 4:30 a.m. on Feb. 24 after crashing a Land Rover in the 300 block of Skokie Highway. At first, he told officers another driver had struck him, but evidence — such as polants and branches lodged in the grill of the car and its broken mirror — suggested otherwise. He admitted having consumed alcohol earlier, and later provided a breath sample indicating his breath alcohol concentration was 0.258, more than three times the legal limit for intoxication.

Hamadi Chabouh, 59, of the 1800 block of North Delaney Road, Gurnee, was arrested around 4 a.m. on Feb. 26 after being pulled over for speeding at the entrance to the Lake Bluff public works building at 640 Rockland Road. He was charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. Chabouh admitted having several beers and a few shots of tequila within an hour of the traffic stop. He provided a breath sample indicating his breath alcohol concentration was more than twice the legal limit for intoxication. He was also issued citations for speeding and illegal transportation of an open container of alcohol by a driver.

William Servin, 26, of the 800 block of Flossmoor Avenue, Waukegan, was arrested shortly after midnight on the morning of March 7 and charged with possession of cannabis with intent to deliver, possession of cannabis, driving with a revoked license. Servin, who had an active arrest warrant at the time for failure to appear in Lake County court, was also issued a citation for illegal transportation of an open container of alcohol by a driver. An automated license plate reader near the intersection of Academy Road and Route 60 detected a plate linked to a stolen Jeep, and officers soon located the Jeep, which it turned out had been reported stolen from Round Lake Park three days earlier. After pulling him over as he left Lake Forest Academy property, officers learned Servin, the driver and sole occupant of the car, had a revoked driver's license and a warrant stemming from his failure to appear in court in Waukegan on DUI charges. Police also found two open cans of beer, an open bottle of cognac, a knife, a lunch bag with more than 40 grams of cannabis, unused plastic bags and scales. Police said Servin's girlfriend was the owner of the Jeep. She recanted her story that it had been stolen and declined to tell officers why she had reported that it had been taken on March 4.

A 41-year-old Lake Forest woman was issued an administrative hearing ticket for social hosting after police were called to her home for a report of children driving alcohol. Officers found several minors who smelled of alcohol and spotted several others running into the woods. Police found open beer cans and juveniles hiding throughout the house. As officers tried to gather up the teens, all aged 14 or 15, into one area as they dealt with parents who had showed up to claim their kids. Officer issued administrative hearing tickets to a half-dozen teens who they determined were drunk, including residents of Buffalo Grove, Chicago, Lake Bluff, Lake Forest and Wheeling. Police also learned a neighbor's fence had been damaged by fleeing teens.

Martell Wilson, 25, of the 200 block of North Laramie Avenue, Chicago, was arrested around 2 a.m. on March 18 and charged with aggravated fleeing and eluding police, driving under the influence of alcohol and possession of cannabis by a driver following an encounter with police on Route 41. An officer first tried to pull him over after spotting him driving a Ford SUV 93 mph in a 55 mph zone. After Wilson stopped, police noticed he smelled of alcohol and asked him to get out of the car, but he ignored their commands, started the car and sped away north on Route 41. Police soon found the Ford crashed at the intersection of Route 41 and Washington Avenue and took Wilson into custody. He later provided a breath sample indicating he had above the legal limit of alcohol in his system. Police also found several plastic bags of cannabis and a scale commonly used to weigh it.
