Attempted Burglary, Driving Under The Influence: Libertyville Blotter
A 38-year-old Libertyville man is among those arrested after officials said he was found outside a local home after breaking into a vehicle.

LIBERTYVILLE, IL — A 38-year-old Libertyville man was arrested and charged this week in connection with the attempted burglary at a local residence, police said on Thursday.
Kyle Kowal has been charged with attempted residential burglary and burglary after he was arrested on Tuesday. Police were called to a residence in the 100 block of Newberry Avenue at 3:25 a.m. on March 21 after residents at the home heard car doors slamming and saw the door to their vehicle open.
Officers arrived to find the door to an SUV open and then saw a man in a hooded sweatshirt standing next to another vehicle, police said. Police said the man made eye contact with officers and began to walk toward the backyard of a neighboring home, police said. He attempted to get through a side gate but was not successful, police said.

Police asked the man if he lived at the residence, and he said he did not. Police said that they found items in Koval’s possession that were linked to another burglary of another vehicle, police said.
Libertyville Police also arrested two other people, who were charged with crimes, police said.

Oscar Albarran, 34, Waukegan, was charged with driving under the influence and failure to reduce speed to avoid an accident, police said.
Albarran was arrested at 8:44 p.m. on March 24 after police responded to a car crash near Milwaukee and Park Avenue. Police said that a car driven by Albarran had struck another vehicle and determined that Albarran was impaired, police said.
Albarran was released from custody after signing a $1,000 personal bond. He is scheduled to appear in court on April 14.
Peter Gessell, 69, Gurnee was arrested and charged with aggravated driving under the influence (third offense), illegal transportation of alcohol, driving under the influence of alcohol, and driving without insurance.
Police said that Gessell was pulled over after receiving reports of a suspicious vehicle near Thornberry Lane and Old Hickory, police said. After pulling the vehicle over, police said they found Gessell to be impaired and bleeding from the back of the head. Gessell was treated at a local hospital and later released. He was then charged and is being held in the Lake County Jail on $100,000 bond.
Local residents are reminded that criminal charges do not equate to a guilty finding. All suspects are presumed innocent until proven guilty.
