New 4-Story Supportive Housing Development Breaks Ground In Northbrook

Poupard Place offers affordable homes for individuals and families where at least one household member is living with a disability.

NORTHBROOK, IL — A groundbreaking ceremony was held last week on Poupard Place, a new 48-unit housing development that will be Northbrook's first affordable housing community. Located at 1593 Shermer Road on a 1.5-acre site donated by the Village of Northbrook, the development will offer safe, stable, and affordable homes for individuals and families where at least one household member is living with a disability.

"This groundbreaking is more than symbolic," Village President Kathryn Ciesla said during the July 22 ceremony. "It's a powerful step toward a more inclusive community — not just because we’re adding more affordable housing, but because we’re prioritizing our friends and neighbors with disabilities."

Developed by Housing Opportunity Development Corporation, a nonprofit affordable housing developer, Poupard Place is designed by Cordogan, Clark & Associates and constructed by Skender, based in Chicago. HODC, with more than 700 completed units across 18 communities in the Chicago suburbs, will own and manage the building. The development in downtown Northbrook is expected to be completed in summer 2026.

The development is named after Tom Poupard, retired director of Northbrook's development and planning services.

The four-story building will include a mix of one-, two-, and three-bedroom apartments. All units will feature ENERGY STAR appliances, ceiling fans, and window treatments. A children's play area "will foster a welcoming environment for families," according to Skender.

According to the Village, the development will provide affordable, stable housing options for residents earning less than 60 percent of the area median income — roughly $65,000 for a family of four. Each unit will include access to support services through partnerships with local social service agencies, enabling residents to live independently with dignity.

"This project is possible because of the incredible generosity and vision of the Village of Northbrook and our many partners. We are proud to help bring their vision to life," said Richard Koenig, executive director of HODC. "For the families and individuals who will live here, Poupard Place means safety, stability, and the chance to build a brighter future."

The development received unanimous approval from Northbrook's planning and economic development committee in February.

"We are proud to participate in the construction of this community-enriching project," said Jeanette Greene, project manager at Skender. "HODC's vision is for everyone to have access to an affordable home in a community of their choice, and we will commit all of our resources to bring that vision to life."
