Only hours after last year's State of the Village Address, Mayor Noak distracted somewhat from the substance of his speech when he was arrested for a DUI. Despite alleged rude remarks to police officers immediately following his arrest, Noak later publicly apologized and said he took full responsibility for his misconduct.
