Former CPD Deputy Chief Appointed Tinley Park Police Commander Following Predecessor's Arrest
Frederick Melean was sworn in to the position days after former Cmdr. Patrick St. John was arrested for domestic battery.

TINLEY PARK, IL — A retired Chicago Police Department deputy chief was appointed Tuesday as commander in the Tinley Park Police Department, days after the former commander was arrested on a domestic battery charge.
Frederick Melean, who retired from CPD in 2023, assumes the role left vacant after the arrest and retirement of Patrick St. John. St. John was arrested Dec. 11, after turning himself in following an investigation of a domestic battery incident and alleged violation of a protective order. St. John had been on leave for weeks prior, Village Manager Pat Carr said.
Prior to Melean's swearing-in, Mayor Mike Glotz praised his 31 years of law enforcement experience in which he "focused on developing and implementing strategies that reduce violent crime and enhance public safety, according to the board meeting agenda.

"His experience includes 25 years in supervisory and command positions, including serving in the positions of sergeant, lieutenant, commander and deputy chief," Glotz said. "He has led tactical watch operations; directed security, facilities, and public safety operations; developed and implemented policies enhancing customer service standards; and has proven results in managing large teams and achieving operational goals."
Melean also holds a master's in business administration, Glotz said.

Addressing the Village Board, Melean said he's honored to be selected for the role with the Tinley Park Department after a long and fulfilling career with the Chicago Police Department.
Melean then refuted prior news reports that he had retired from the department as he faced demotion. A previous report from the Chicago Sun-Times said that Melean had allegedly failed to respond to the scene of a fatal crash involving an off-duty cop after a work holiday party in December 2023.
Melean on Tuesday said that report was based on "inaccurate information, unfounded assumptions attributed to anonymous sources." He asserted he was never accused of any wrongdoing, and that he left the department in good standing.
"I welcome any review of my disciplinary history and state unequivocally that these claims are without basis," Melean said. "I look forward to working alongside the determined men and women of the Tinley Park Police Department."
Melean begins in the position on Jan. 5, 2026.
"Commander Fred Melean had an exemplary 31 year career with the Chicago Police Department," Carr said, "and the Village looks forward to his addition to the command staff."
Melean's predecessor, St. John was charged with one count of domestic battery and one count of violating of an order of protection. He was released from custody following his initial court appearance on Dec. 11. He was ordered to surrender his FOID and firearms to law enforcement.
St. John's retirement is effective Dec. 19. He had been with the department for 27 years.
