Portland Housing Authority Announces Staff Moves on Property Management Team  

These staff moves reflect both internal growth and a continued focus on strong, consistent leadership at its properties across the city

PORTLAND, Maine (August 19, 2025) – Portland Housing Authority (PHA) is pleased to announce several updates to its property management team. These staff moves reflect both internal growth and a continued focus on strong, consistent leadership at its properties across the city.

Jeff Tardif joins PHA as the new Property Manager at Franklin Towers. He previously served as an Outreach Case Manager at Rumford Group Homes, Inc., where he conducted assessments for individuals experiencing homelessness, developed individualized service plans, coordinated with area providers, and assisted clients with housing applications.

Nadege Umukunzi joins PHA as the new Property Manager for Bayside Anchor and Solterra. She brings experience from her previous role at Avesta Housing in Portland, where she managed day-to-day operations, addressed lease violations and resident concerns, collaborated with resident service coordinators, and worked on budgeting for multiple properties. Nadege is fluent in English, French, Kinyarwanda, Kirundi, and Swahili, enhancing communication within PHA's diverse communities.

Charles “CJ” Owens, Jr., a dedicated PHA employee since 2016, has been promoted to Property Manager at Harbor Terrace. CJ began his career at PHA as a receptionist and recently served as a Housing Officer at Kennedy Park. In that role, he managed rent calculations and adjustments for over 250 units, assisted residents with income and household changes, and operated within various housing programs, including Tax Credit Housing, Low-Income Public Housing, RAD, and Project-Based Vouchers.

Mike Mills, who has served as the Property Manager at Franklin Towers since 2022, will transition to manage the Front Street property. With over 20 years of experience in property management, Mike brings extensive knowledge and expertise to his new role, ensuring continued excellence in tenant relations and property operations.
