Annapolis Police Chief Edward Jackson is "not prepared to reveal a motive."
"This was a frightening incident in our community, and we recognize the difficulty for the public to understand why this type of violence occurs," Jackson said in a recorded statement. "We hope to better understand why one person would take the life of another."
Police said they found the victim suffering from a gunshot wound. The Annapolis Fire Department attempted life-saving efforts, but officers said McIntyre was pronounced dead at the scene.
Authorities said an arrest warrant was issued Thursday night and the SWAT team arrested Thompson overnight without incident.
"This still remains a very safe city," Jackson said. "We will provide the best public safety that we can."
Erika Rodriguez said her mother called her from the parking lot after hearing the gunshots.
"When she was here, nothing was covered, so you could still see the person that was shot," Rodriguez told WBAL. "It was just very traumatic to see it and go through it."
