Neuman Announces 2 Acting Appointments

Anne Arundel County Executive Laura Neuman on Friday announced two acting replacements for retiring county officials.

Laureen A. Toney was chosen as acting controller, while Christopher J. Phipps will serve as acting director of public works. Both appointments are effective Monday.

Toney, a certified public accountant, has served as the county's assistant controller for four years, and previously as a financial reporting manager, according to a release. Current Controller Rick Drain's retirement is effective Sunday.

Phipps has worked in Anne Arundel's bureau of engineering for 18 years, and has worked for 11 years as its deputy director. The release credited him with the county's $2.9 billion capital improvement program. Like Drain, current director Ron Bowen's retirement is effective Sunday.
