Anne Arundel GOP Picks Therapist To Fill Vacancy In MD House After Resignation

Anne Arundel County Republicans picked a therapist and previous candidate to replace a resigning delegate in the Maryland House.

ANNE ARUNDEL COUNTY, MD — Republican Latoya Nkongolo was tapped to replace the resigning Del. Rachel Munoz (R) in District 31. Nkongolo will represent parts of Pasadena, Severna Park, Millersville and Severn in the Maryland General Assembly.

The Anne Arundel County Republican Central Committee, which is composed of elected representatives, announced Nkongolo as its pick to fill the vacancy on Jan. 3. The other applicants to replace Munoz were Jason DuBois and Corine Frank.

Munoz, an attorney, had represented District 31 since November 2021. She resigned on New year's Day 2025.

This is the first stint in public office for Nkongolo, a therapist. Nkongolo ran for District 31 delegate in 2022, but she lost in the primary.

Nkongolo then ran for the Anne Arundel County Board of Education in 2024 with hopes of raising reading and math scores. She lost the District 5 race to incumbent Dana Schallheim.

“I am committed to representing the conservative values that have long been overlooked in the Maryland General Assembly,” Nkongolo said in a statement, according to Severna Park Voice. “Over the past three years of campaigning, I’ve had porch conversations with thousands of residents, and I understand what matters most to our district: family unity, strong communities, hard work, and a sense of safety.”
