Arrow School Employee Indicted On Sex Abuse Charges

A former employee of the Arrow Center for Education was indicted last week on charges he sexually abused a 14-year-old student.
Keith Edwin Brooks, 41, of the 500 block of June Apple Court in Abingdon, was indicted March 5 on charges of sex abuse of a minor, fourth-degree sex offense and two counts of third-degree sex offense, according to charging documents.
The charges stem from alleged contact Brooks had with the teen between October 2012 and February 2013.

In February, the 14-year-old boy told investigators with the Harford County Child Advocacy Center he met Brooks while he was a student at the Arrow Center and Brooks an employee, according to charging documents.
The school "provides special education services to children in grades 6 through 12, whom have demonstrated difficulty with school adjustment and performance in mainstream settings," according to its website.

The teen told police he spent the night at Brooks' Abingdon home on several occasions and when he did, Brooks allegedly rubbed the boy's butt and performed sexual acts, according to charging documents.
The boy said the alleged contact always started when he was sleeping so he would tie the drawstring to his pants extremely tight as a make-shift warning system, charging documents state. He added Brooks also allegedly touched his brother inappropriately on at least one occasion, according to court documents.
Brooks told investigators the teen would sleep in his bed with him when he stayed over and that he once caught the boy watching pornographic movies on the home computer, according to charging documents.
Brooks allegedly admitted to touching the boy's genitals and butt, charging documents state.
Brooks has an arraignment scheduled for 1:30 p.m. April 4 in Harford County Circuit Court.
