HarCo Retirement Community Will Not Be Built, Official Says

The first continuing care retirement community in Harford County is not moving forward.

BEL AIR, MD — The first continuing care retirement community in Harford County will no longer be moving forward as planned.

"We have been advised by Carsins Run at Eva Mar that their community will not be built," Cindy Mumby, spokesperson for Harford County government, told Patch on Tuesday.

"The county executive is disappointed that Harford County’s first Continuing Care Retirement Community (CCRC) will not be moving forward," Mumby said.

Carsins Run at Eva Mar was a $100 million community being built near MD 543 in the Fountain Green area.

It was to contain more than 100 independent living residences, condo-style apartments with individual garages, 12 nursing and 12 memory care apartments and 32 assisted living residences. More than 16 percent of the population in Harford County is over 65.

The community was to be run by Presbyterian Home of Maryland and operate as a not-for-profit entity. A welcome center opened in 2017 at the site, where officials broke ground in October 2021.

Said Mumby: "We do not know what their plans for the future may be."

Carsins Run at Eva Mar could not be immediately reached for comment.
