19-Year-Old's Murder At McDonald's Leads To Aberdeen Man's Conviction
A Bel Air man has been convicted in the fatal shooting of a 19-year-old at a Belcamp McDonald's.
BELCAMP, MD — The suspect prosecutors say gunned down a 19-year-old man in a McDonald's has been convicted of several charges, including murder.
Harford County sheriff's deputies were called to the 1300 block of Riverside Parkway in Belcamp April 23 around 10:36 p.m. for a report of a shooting. They found Sebashton Charles Nocar, 19, of Bel Air, inside the restaurant with two gunshot wounds to the head. He was pronounced dead at the scene, according to the sheriff's office. A second victim was on the scene and tried to hide in the stockroom of the restaurant. Investigators identified Djbril Ramatoulay, 32, of Aberdeen as the suspect. Surveillance footage also showed Ramatoulay chasing the surviving victim out of the McDonald’s and into the parking lot of a nearby Waffle House, firing three additional rounds.
A search warrant carried out at Ramatoulay's home turned up the clothing worn in the surveillance footage during the incident. Those items were seized, swabbed and submitted for testing, where DNA analysis was conducted and confirmed that blood from Nocar was present on Ramatoulay’s clothing.

On Nov. 13, Ramatoulay was convicted of attempted first-degree murder, second-degree murder and various firearms offenses after a four-day trial by jury.
“This is yet another prosecution by our office for a violent crime, and another violent criminal convicted by a Harford County jury will be removed from the streets of Harford County. Our citizens are safer because of the successful prosecutions by our office. Violence of any kind will not be tolerated but committing such an egregious act in a public place which put so many innocent citizens at risk calls for a strong message to be sent. My heart is with the families of the deceased victim in this case as well as with the surviving victim. While I know that nothing can bring back the young man that was lost, I hope that this verdict will bring some sense of peace and justice to them as they all try move on from this horrific crime," said State’s Attorney Alison Healey after the trial.
