Guilty Plea For Man Accused Of Building Firework-Launching Device

The Gazette reports Glenn Neff, 28, of Florida, found building the device in Cabin John Regional Park last year, has pleaded guilty to possession of a destructive device.

A man who said he from a device mounted on his Jeep pleaded guilty Monday to possession of a destructive device, the Gazette reported this week.

Glenn Neff, 28, of Florida, was arrested last August in the after a Maryland-National Capital Park Police officer discovered him building the device on his Jeep, which was capable of shooting fireworks horizontally. Police said they discovered a significant amount of fireworks in the vehicle.

Neff told authorities he didn't intend to harm anyone, but Park Police said the device had the potential to cause serious harm. he outlined in a 60-page manifesto, according to charging documents and statements made in court at his bond review hearing last year.

Neff also prior to his arrest, Patch reported.

At a Monday plea hearing, Neff's defense attorney sought to prove he was a "harmless — if eccentric — would-be activist," according to The Gazette.

The maximum penalty for posession of a destructive device is 25 years in jail in Maryland, but the guidelines in Neff’s case range from probation to two years in jail, The Gazette reported.
