Man Charged In 3-Year-Old's Death During Police Chase

CAPITOL HEIGHTS, MD — A Prince George's man faces several charges, including vehicular manslaughter, after 3-year-old Zoey Harrison was killed when the vehicle she was riding in was involved in a police chase, according to law enforcement.

State’s Attorney Tara Jackson announced the charges Monday afternoon during a news conference in Upper Marlboro.

“The circumstances of this case are truly heartbreaking. A father and a mother are now grieving the loss of their 3-year-old child. A circumstance that, of course, no one wants to experience. Simply put, this should not have happened,” Jackson said during the news conference.

Jackson said Larry Naylor fled from police during a traffic stop on March 7 in District Heights. Zoey Harrison was in the car with her mother when they were hit on Walker Mill Road.

“His fleeing and eluding ended in multiple collisions, including a vehicle occupied by a mother and daughter, and resulted in the death of Zoey Harrison,” Jackson said during the news conference.

Prince George’s County Councilwoman Krystal Oriadha is trying to pass legislation to create stricter guidelines for police pursuits and wants to push for increased penalties for people who evade police.

“I think it is long overdue. I think the family has been sitting and waiting to make sure someone would be held accountable for what happened to their young daughter. It was just a tragedy and so it is very important that someone was held accountable,” Oriadha said during the news conference.

Naylor’s trial has been set for February 2026. He was indicted Friday and appeared in court Monday. He is being held without bond, according to the police department.
