Three Local Youth Earn Eagle Scout Rank, Mark Historic Milestone for Troop 306
Alexander Mason, Dylan Lowery, and Parfait Ndalamba become the 148th–150th Eagle Scouts in Troop 306 history

Catonsville, MD — Three local young men from Boy Scouts of America Troop 306 in Catonsville have achieved the prestigious rank of Eagle Scout, the highest honor in Scouting, marking a historic milestone for the troop and the community it serves.
Alexander Mason, Dylan Lowery, and Parfait Ndalamba were formally recognized as the 148th, 149th, and 150th Eagle Scouts in the 114-year history of Troop 306. An achievement that underscores both their individual dedication and the longstanding legacy of excellence within the troop.
The Eagle Scout Court of Honor will be held on Saturday, December 20, 2025, at United Church in Reisterstown, Maryland, surrounded by family, friends, troop members, and community leaders. A special guest, Councilman Julian Jones, will attend the ceremony and present a citation in honor of the young men’s accomplishments.

The Eagle Scout rank is widely regarded as one of the most significant achievements a young person can earn. Nationally, only about 4% of Scouts attain the rank of Eagle. Among African American Scouts, that number is estimated to be approximately 1%, making the achievement of all three young men, who are African American, even more noteworthy. Earning Eagle requires years of commitment, leadership, service, and the successful completion of a substantial community service project that demonstrates planning, initiative, and impact.

Alexander Mason completed his Eagle Scout service project with the Pikesville Recreation Council in Pikesville, Maryland. He planned and conducted a Kids’ Fishing Day at Hillcrest Park in Lansdowne, Maryland, giving youth athletes the opportunity to explore a new sport while discovering fishing as a source of relaxation and connection to nature. Participants received fully donated fishing kits, including a rod, reel, and tackle box. Alexander also incorporated environmental stewardship by teaching Leave No Trace principles and leading a park-wide trash cleanup.
Alexander is a 2025 graduate of Franklin High School and is currently a freshman at Lamar University, where he is studying Environmental Science.
Dylan Lowery partnered with the Senior Dog Sanctuary of Maryland in Severn for his Eagle project. He planned and built shelving units to organize the facility’s daily influx of donated dog food and supplies, significantly improving storage capacity and efficiency. Dylan also successfully solicited funding and donations to support additional food and supplies for the sanctuary’s senior dogs.
Dylan is a 2025 graduate of Woodlawn High School and is now a freshman at Norfolk State University, majoring in Mass Communication.
Parfait Ndalamba completed his Eagle Scout project at the Benjamin Banneker Historical Park and Museum in Catonsville. His trail improvement project involved cutting and repurposing fallen trees to line and reinforce walking trails. He also provided fresh mulch and constructed a new bench, enhancing both safety and accessibility for visitors while preserving the park’s natural beauty.
Parfait is a 2025 graduate of Mount Saint Joseph High School and is a freshman at Goucher College, where he is studying Political Science.
Troop 306 has a proud history of developing leaders and community servants in the Catonsville area, and the advancement of its 148th through 150th Eagle Scouts stands as a testament to the troop’s enduring impact.
