City of Gaithersburg Presents Employee, Team of the Year Awards
The 2016 Employee of the Year Award went to Frank Johnson and the Team of the Year Award to the Snow Fighting Team.

From the City of Gaithersburg: At the City of Gaithersburg’s annual employee recognition luncheon on March 21, 2017, Mayor Jud Ashman, Council Members Michael A. Sesma and Yvette D. Monroe, and City Manager Tony Tomasello presented the 2016 City of Gaithersburg Carl Webb Employee of the Year Award to Frank Johnson and the Team of the Year Award to the Snow Fighting Team. They were selected from a pool of quarterly winners reviewed by the City’s Employee Recognition Committee, which is made up of peers from each department.
The event also recognized employees for service milestones. Landscape and Forestry Supervisor Mark Kober, Engineering Services Division Chief Ollie Mumpower, Operations Division Chief Mark Scafide, and Operations Administrator Sean Stevens with Public Works were recognized for 25 years of service. Officer John Jordan with the Police Department and Work Force Leader J.R. Smith with Public Works were recognized for 30 years of service. Program Coordinator Marjie Eyler with Human Resources was recognized for 35 years of service and Equipment Operator Charles “Billy” Gilbert with Public Works was recognized for 40 years of service.
The 2016 Carl Webb Employee of the Year Award, named for a former Public Works employee who exemplified the ideals of hard work, integrity, honesty, and enthusiasm, was presented to Frank Johnson, Assistant City Attorney in the City Manager’s Office. Frank was recognized for developing a Municipal Infractions and Code Enforcement Practice and Procedures Manual that he initially created for his own use and for use by City of Gaithersburg Code Enforcement staff. Frank created a second version suitable for statewide use, and the Maryland Municipal League is publishing the comprehensive procedural manual for all Maryland municipalities. It is endorsed by the Maryland Municipal Attorneys Association.

The Team of the Year award was presented to the Snow Fighting Team, comprised of more than 60 members of the Public Works Department. The team was recognized for its response to Winter Storm Jonas that dumped in excess of 30 inches of snow on the City of Gaithersburg between January 22 and 24, 2016. The Public Works snow fighting team worked continuously throughout the very challenging storm and for the next six days, pre-salting, plowing snow, de-icing, hauling snow, and clearing sidewalks. They tirelessly worked rotating shifts so that the City had 24-hour coverage to address the record snowfall. The team responded to residents in a courteous and professional manner and allowed the City to be open for business well in advance of neighboring jurisdictions.
