Among the highlights for tonight's meeting:

• Council will vote on an ordinance to set the city's tax rate for Fiscal Year 2013. It's been proposed at a rate of 58 cents on every $100.
• Council will introduce ordinances on the and the MOE zoning area where a new hospital is proposed
• Council will consider adopting an ordinance to provide backflow protection to the water supply
• The potential purchase of a portion of Old Bay Lane from the State of Maryland
• The creation of a sub-committee of the street and traffic safety board to focus on .
• The creation of a War of 1812 Committee
• Five appointments are proposed, including to a special seat on the Water & Sewer Commission
• Five students of the month will be honored
• Presentations will be heard from Camay Murphy of the Negro Leagues Museum of Maryland, and of Havre de Grace's tourism office
• Three city employees will be recognized with "Did you know" awards
• Three special events are up for consideration
• Council will move into a closed session to discuss land acquisition and code enforcement
