City Council will hold at  to discuss the water &amp; sewer fund and the marina fund. See the PDF file included with this post for the full proposed budget. The marina fund begins on page 38 and the water &amp; sewer fund begins on page 44. The water &amp; sewer fund is anticipated to begin the fiscal year with more than a half-million-dollar shortfall.  Mayor Wayne Dougherty has introduced to bring the city out of that financial hole.
