"What are they doing?" they would say as they stared at the old City Hall.
"Is that Kevin Spacey?" they'd wonder.
Filming a TV show. Yes, really. And yes. That is Kevin Spacey.

Crews from Netflix television program "House of Cards," were in action Tuesday in filming the program starring Spacey. It's set in Gaffney, SC—which portions of Havre de Grace have been retrofitted to represent.
Crews are shooting at four known locations in the Havre de Grace area—the former city hall building on Union Avenue, a farm on MD Route 155 near Level, two residences in Webster Village and a driving scene on Washington Street in downtown Havre de Grace.
Havre de Grace was selected from a group of approximately 10 towns and cities.
Marvin Ruffin, the assistant location manager for the production crew, credited Havre de Grace manager of marketing and tourism for helping make Havre de Grace an easy choice.
"I didn't have a set location, I was just looking for certain things. We found two," Ruffin said. "I was like, I'm going to find everything in this town, so we don't have to go to any other city. With Brigitte's help, and the help of our department, I just kept pushing Havre de Grace."
Bel Air was among the other towns considered for the South Carolina scenes.
Ruffin, who moved to Joppatowne after working on the Baltimore-based HBO series The Wire, said he'd never seen Havre de Grace. Now he's seen most of it.
Members of the film crew that attended planned to visit the . They also said , and are among their favorite spots to eat.
The city is no stranger to cameras—Havre de Grace has been featured in television and movies before.
TV series "Young Americans" was filmed in Havre de Grace in 2001. The film "From Within" was shot in Havre de Grace in 2009.
Tuck Everlasting also featured scenes filmed in Havre de Grace.
