I-95 Overpass Near Kingsville Is Closed Until 2023: Maryland Transportation Authority
An overpass along Interstate 95 is closed due to work for the Express Toll Lanes project.

BALTIMORE COUNTY, MD — Crews are working day and night to reconstruct an overpass along Interstate 95 as part of the plan to extend the Express Toll Lanes from Baltimore County north into Harford County.
In mid-March, the Maryland Transportation Authority closed the Raphel Road overpass so it could be lengthened and raised slightly. It will have one lane in each direction, as it did before, and it will include gated access ramps for authorized vehicles.
Detours are in effect, taking drivers to the Bradshaw Road overpass. Those who live in the area will continue to have access to their residences, officials say.

When complete, the Raphel Road overpass will have a stone finish similar to the bridge over I-95 at Bradshaw Road, which was rebuilt in 2019.

Rebuilding the overpasses is part of the Express Toll Lanes extension project, which state officials say is an effort to ease congestion on the interstate from Baltimore County into Harford County.
The I-95 Express Toll Lanes — spanning I-895 to the MD 43 exit — opened in 2014.
Maryland Gov. Larry Hogan announced plans in 2018 to extend the Express Toll Lanes by 10 miles from White Marsh into Harford County. When complete, the lanes will run from Route 43 to the area of the Route 24 exit.
The project is being completed in segments, including road and bridge improvements.
Rebuilding the Raphel Road overpass was necessary to provide room for two lanes to be added on I-95 north between Route 43 and Route 152, state transportation officials say.
The Express Toll Lanes Northbound Extension section between Route 43 and Route 152 will open by the end of 2024, while officials say the lanes to Route 24 will open by 2027.
