The eleven-member Redistricting Commission, composed of equal number of Democrats and Republicans, in addition the chairperson, began meeting in September to develop the redistricting plan.  The Charter of Cecil County cites that compactness, contiguousness, substantially equal, and due regard for natural, geographic, and community boundaries are the criteria to be used in creating a plan.  With five councilmanic districts, the ideal population for each council district is 20,793 people.

The Commission reviewed and considered eleven proposed reconfigurations.  The proposed plan recommends a shift of 2,043 persons, approximately 1,263 current registered voters, from District 2 to District 1 in the vicinity of Red Hill Road and Delancy Road in Elkton.  The proposed plan recommended no changes to Districts 3, 4, and 5. 

 

The population of each councilmanic district is substantially equal and within 5.12%, which is less than the standard deviation of 10% standard.  The proposed plan also minimizes changes and costs for the local election board to administer.

 

After the Council presentation, the Charter requires a public hearing on the proposed redistricting plan within 30 days, which is scheduled on Tuesday, December 7, 2021 at 7pm during the Council legislative session, held in the Elk Room of the County Administration Building, 200 Chesapeake Blvd, Elkton Md.  

 

The Charter specifies that if no other redistricting plan is adopted by Council within 90 days of the submission of the plan, the Commission’s proposed plan becomes law.
