Elkton, MD: Cecil County Executive Danielle Hornberger is pleased to announce that the County has entered into an agreement to connect Triumph Industrial Park to County sewer at no cost to taxpayers. The connection to County sewer will allow Triumph Industrial Park’s wastewater to be treated to a higher degree compared to its current treatment plant, which will help improve the water quality of the Chesapeake Bay Watershed.
The County has been awarded grant funds from the Maryland Department of the Environment’s Bay Restoration Fund, to cover approximately 65% of the project’s cost. Triumph Industrial Park sewer customers will pay the remaining cost over a thirty-year period.
“I am delighted that we have reached an agreement with Triumph Industrial Park to connect them to County sewer,” said County Executive Danielle Hornberger. “Doing so will yield significant environmental benefits, and I thank the Maryland Department of the Environment for awarding the grant that will make it all possible. This is yet another example of how successful partnerships can benefit Cecil County residents and our environment.”
Under terms of the agreement, the County will construct a sewer pumping station to connect the park to the County sewer main on Route 40. From there, the sewage will flow to the County’s Northeast River Advanced Wastewater Treatment Plant for treatment.
“The Northeast River Advanced Wastewater Treatment Plant is a state-of-the-art Enhanced Nutrient Removal plant, which will treat Triumph Industrial Park’s wastewater to a much higher level than Triumph’s current plant. This means there will be significantly less nutrients being discharged into the Chesapeake Bay watershed,” noted Scott Flanigan, County Director of Public Works.
The agreement calls for the County to acquire the Triumph Industrial Park sewer collection system and, once the connection to County sewer is made, for Triumph Industrial Park tenants to become County sewer customers. The County will also decommission the park’s existing wastewater treatment plant and wastewater lagoon. The total cost of the project, including decommission of the existing wastewater treatment facilities, is estimated to be $3.6 million.
Design of the connection to County sewer is underway, with construction expected to start in the fall of 2022 and completion expected for late spring 2023. The Triumph Industrial Park wastewater treatment plant and wastewater lagoon is expected to be decommissioned by the end of 2023.
The project is managed by the Engineering & Construction Division of the Cecil County Department of Public Works.
