Franchot will be in Elkton, where he will recognize Milburn Orchards after touring Gilpin Manor Elementary School and speaking at the Cecil County Chamber of Commerce meeting.

The comptroller will present a proclamation to Jay Milburn, owner of the family-run orchard in its 101st year.

His first stop will be at Gilpin Manor Elementary. Cecil County Public Schools intends to request funding for the design of a new school.

Franchot's second stop will include a conversation with local businesses about the state's economy and the impact of the government shutdown.
