'Upskirt Photo' Taker Seeks To Clear Record

A fired Montgomery County district court commissioner is seeking a judge's reconsideration​ to clear his record of a sex-related crime.

ROCKVILLE, MD — A fired Montgomery County district court commissioner is seeking a judge's reconsideration to clear his record of a sex-related crime after he was charged with taking an up-skirt photo of a woman he worked with in 2015, according to reports.

Israel Mangroo, of Frederick, was sentenced to 18 months of probation and sex offender counseling for snapping a photo on his cellphone up the skirt of an assistant state's attorney.

NBC Washington reports Mangroo is seeking probation before judgment, which would clear his record of the crime as long as he obeys his probation.

In March 2016, Mangroo pleaded guilty to one count of misconduct in office. He allegedly took the photo of the woman while she was in his office, looking at his computer monitor.

“Mr. Mangroo used his position of authority to take advantage of an unsuspecting attorney who was just trying to do her job and ensure justice was served in a fair manner,” Prince George's County State's Attorney Angela Alsobrooks said in a statement at the time.
