The 428th Maryland General Assembly raced to the finish line on Monday night amid a flurry of legislation. Two of the most controversial bills—in-state tuition for the children of illegal immigrants and a 3-cent increase in the alcohol tax—reflect some financial balancing. But even though one source of revenue was exchanged for another, it wasn't just money that fired up the chamber. CNS-TV's Robyne McCullough was there for the final hours of the session.
