Man Dies After Police Officer Shooting During Barricade

Jean Perez died two days after he was shot by a police officer during a standoff with authorities in Silver Spring.

SILVER SPRING, MD — A man who was shot by a police officer after barricading himself inside his ex-girlfriend's home with his young child died from his injuries two days after the standoff, police said Thursday.

Authorities said John Carlos Natera-Perez, also known as Jean Perez, 30, died Wednesday evening. His body has been taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy to determine the cause of death.

Officers responded to the home in the 2800 block of Mozart Drive at about 7:57 p.m. Monday. The first call to 911 was reported to be a woman screaming. The dispatcher heard a man say, "I will kill you," and then the line was disconnected, police said.

Perez entered the home when his ex-girlfriend and her current boyfriend were inside, as well as the 3-year-old child. The woman told police that Perez was her estranged boyfriend and father of the child, police said.

Perez was armed with a knife and the woman and man fled the home. The child was still in the house with Perez, police said.

Hostage negotiators attempted to contact Perez in English and Spanish and asked him to leave the home and/or release the child.

"During this time, police were able to see that Perez was using furniture to barricade doors and windows inside the home. Officers also observed that Perez writing on the windows using what appeared to be blood on his fingers," a police statement said. "Officers continued to try to establish contact with Perez for over an hour. At this time, Perez lit an object on fire and threw it out a second-floor window of the bedroom believed to be where the 3-year-old was located."

More smoke was seen coming from a second-floor bedroom and smoke detectors were activated and audible. Officers heard the child screaming from the second floor, police said.

Tactical team supervisors decided to enter the home for the welfare of the child, police said. During this time, an officer saw Perez and shot him.

The officer was identified as Officer Edward Cochran, an eight-year veteran of the police department who is assigned to the Tactical Unit (SWAT Team), police said. He is on administrative leave per department protocol.

Officers performed life-saving efforts and Perez was taken to a local trauma center in grave condition.

The child was found uninjured on the second floor, police said.
