Mom Wanted For Kidnapping 9-Year-Old Daughter: Police
A Silver Spring woman is wanted for kidnapping her 9-year-old daughter, according to Montgomery County police.
SILVER SPRING, MD — Montgomery County police have a warrant for the arrest of a woman they say kidnapped her 9-year-old daughter earlier this year.
In a statement released Thursday, authorities said Ashley Spicer, 35, of Silver Spring, knows there is an arrest warrant charging her with parental abduction. Detectives have spoken to Spicer via phone and email, but the mother has yet to meet with the police.
Spicer and her daughter, Israel "Kali" Burks, were reported missing on Oct. 2, but were last seen together on Aug. 30. According to police, Israel's father has full custody of her.

Authorities said Spicer was supposed to bring Israel back to her father after a visit. When she didn't, Spicer refused to say where Israel was.
Detectives on Thursday said they have received information that both mother and daughter were in Fort Wayne, Indiana, in late October.
