No Mulligans For Revenue Authority

Delegation Chairman John Olszewski says authority had its chance to make a case on three bills.

There will be no mulligans in Annapolis for the Baltimore County Revenue Authority.

Del. John Olszewski Jr., chairman of the county House delegation, said three bills affecting the authority will not be held up so that the quasi-public agency can testify.

William "Lynnie" Cook, chief executive of the authority, asked the House Environmental Matters Committee to return the bills to the county delegation so they could be reheard. One of the bills, requiring council approval before the authority can sell land, has already been passed by the county delegation.

The House Environmental Matters Committee is expected observe local courtesy and approve the bill, sponsored by Del. John Cluster, which only affects Baltimore County.

Two other bills sponsored by Cluster—requiring the authority conform to county ethics laws and another requiring the agency to follow county procurement laws— are tentatively scheduled for county delegation votes on Friday.

Olszewski said Cook and the authority were offered opportunities to testify on the bills, to send representatives to testify or to submit written testimony.

"For whatever reason, I can't tell you, (Cook) didn't do any of that," said Olszewski.
