Yolanda Winkler praised for fiscal, legislative experience

County Executive Kevin Kamenetz announced Tuesday that he has hired Yolanda Winkler to be the county's new director of legislative affairs.

Winkler has more than two decades experience in local and state government. She worked for eight years as deputy director of intergovernmental affairs in Baltimore City where she also served as a budget analyst.

Most recently, she served as special assistant and legislative liaison to Gov. Martin O'Malley.

"I know that we've got a tough session ahead of us, and Yolanda's fiscal expertise and legislative experience will be invaluable as we move forward," Kamenetz said in a statement released Tuesday.

Winkler is expected to assume the duties of Frank Principe, who left the county after nearly seven years to become special assistant to state transportation Secretary Beverley Swaim-Staley.

She joins Sam Moxley, the former four-term councilman, who said earlier this month that he was hired to assume lobbying duties in Annapolis and with the council.
