Authorities said the crash happened around 11:05 p.m. on April 5.
The Maryland State Police said a trooper was performing a traffic stop on a Jeep Wrangler on the inner loop of I-695 at Greenspring Avenue in Pikesville when the vehicle took off.
A press release said the trooper did not pursue the vehicle, deactivated his emergency lights and reentered traffic.
The trooper said he spotted the Jeep about three minutes later, fully engulfed in flames in the grass area of the I-695 ramp to southbound I-83 in Timonium.
Police said the Jeep was trying to exit onto the ramp when it lost control for unknown reasons and hit an embankment, then a tree before catching fire.
Medics pronounced the driver and the two passengers dead on the scene, authorities said.
