MA Reopening Phase 2: What's Coming Back Next

Phase one is underway. Phase two begins as early as June 8 — here are the industries and activities expected to come back online.

Phase one of the plan to gradually reopen the Massachusetts economy is fully underway.

Houses of worship and the manufacturing and construction industries were joined on Memorial Day by things like beaches, parks, hair salons and barber shops, car washes and other businesses and activities, all with varying levels of restrictions. Offices outside of Boston opened to a maximum of 25 percent capacity. (Boston is slated to do the same next Monday.)

The focus for now will be on sustaining a safe and manageable "Start" phase. Gov. Charlie Baker said the state will not move on to new phases any sooner than three weeks after one starts. He also said if health metrics move in the wrong direction, each phase could be longer and there could even be regression in what's allowed to be open.

Phase two, titled "Cautious," would begin June 8 at the earliest. Health metrics have shown encouraging signs over the past week, but those will be put to the test as more and more people begin filtering back outside among warm weather and new possible destinations.

The second phase, whenever it begins, will be a broader attempt at reopening things. Restaurants and retailers are among the places that will be able to welcome guests back inside their businesses with, of course, with restrictions that are yet to be announced.

There may also be some new guidelines for the businesses that reopened in phase one.

The following are scheduled to come back online in phase two:

  • Retail (Customers can begin browsing inside the store.)
  • Restaurants (Dining areas reopen.)
  • Lodging
  • Additional personal services (nail salons, day spas, massage therapy, tattoo parlors, electrolysis studios.)
  • Outdoor recreation (such as mini-gold, batting cages, go karts.)
  • Some outdoor performances.
  • Summer camps (recreational day camps.)
  • Community pools
  • Athletic fields
  • Playgrounds and spray decks
  • Non-construction related indoor installations.
  • Personal trainers
  • Libraries (browsing inside.)
  • Casino restaurant and hotels (Gaming area is Phase 3.)
  • Driving schools (behind-the-wheel training or observation.)
  • Youth sports in limited fashion
  • Business and recreational travel discouraged
  • All travelers to MA urged to self-quarantine for 14 days
  • Lodging open with restrictions
  • Less urgent preventative medical and dental services, procedures, and care (e.g., routine dental cleanings, certain elective procedures)
  • Day programs (e.g., Adult Day Health, Day Habilitation, etc.)
