Bedford Man in Custody After Tewksbury Drug Distribution Arrest

A Bedford man was one of three individuals arrested Sunday, May 3, by Tewksbury Police after Tewksbury Narcotics Detectives observed a drug transaction during surveillance on Andover Street in Tewksbury.

Philip Hartmann, 22, of 17 Putnam Road in Bedford, was arrested for Distribution of a Class B Substance (oxycodone 30 mg pills), Distribution of a Class E Substance (xanax pills), Possession with Intent to Distribute a Class B Substance (oxycodone 30 mg pills), Possession with Intent to Distribute a Class C Substance (lorazepam pills), Possession with Intent to Distribute a Class E Substance (xanax pills), and Conspiracy to Violate the Controlled Substance Act.

Carol Breen, 30, of 2 Colson Street in Billerica, MA was arrested for Possession of a Class B Substance (oxycodone 30 mg pills), Possession of a Class E Substance (xanax pills), and Conspiracy to Violate the Controlled Substance Act.

All three individuals were due to be arraigned at Lowell District Court on Monday, May 4.
