YARMOUTH, MA — A Cape Cod heroin distributor was arrested Monday in Yarmouth, police said. Allen Gibbs, 41, with no fixed address, had warrants out for heroin possession and distribution of the drug. A Yarmouth police officer observed Gibbs in the passenger seat of a red Dodge Charger with New York plates on Route 28 Monday afternoon, police said.
