“Most recently he worked over 14 years on civil engineering projects at Hoyle Tanner Associates. Those projects gave him design, management, and resident engineering experience with sewers, water mains, site design, pumping stations, drainage, airport runways and aprons, pipe bursting, and hydro-turbines. Prior to Hoyle Tanner, he worked for 10 years with ASEC Corporation doing land surveying, including survey work on the Central Artery Project (the “Big Dig”),” said Halpin in a report to Framingham Selectmen.
