The City Council also advanced a police hiring age waiver, heard a development-impact study update, and noted new grants for the Whittier Birthplace and Urban Bridges.
   

2. AG's Office Secures Guilty Plea From Haverhill Defendant For Defrauding PCA Program (mass.gov) — A Haverhill woman has pleaded guilty and been sentenced for her role in a scheme that defrauded MassHealth’s personal care attendant program of more than $150,000. Massachusetts Cannabis Commission Set to Approve Social Consumption Rules (wror.com) — Haverhill is among several Massachusetts cities signaling they’ll allow new cannabis cafes and lounges once statewide social-consumption rules are finalized, possibly as soon as this week. The Cannabis Control Commission’s regulations would let municipalities host cannabis-friendly cafes, hospitality venues, and special events, while prioritizing social equity applicants and adding safety measures like food requirements and transportation plans.
   

5. The Boston Public Library celebrates 250 years of American activism, asking: What's next? (berkeleybeacon.com) — A Haverhill resident visiting the Boston Public Library was surprised to learn how radical the idea of a free public library once was, during a major exhibit on 250 years of American activism. The show uses art, archival materials, and immersive design to trace revolutionary movements from the founding era through civil rights and contemporary protests, and runs through April 21, 2026.
