Though winter weather pushed it back a week, Governor Deval Patrick will deliver his final State of the Commonwealth Address at 7:30 p.m., Tuesday, Jan. 28. The delay puts Patrick's speech on the same night as President Barack Obama's State of the Union, which is scheduled for 9 p.m. Gov.
